UPK stands for "Universal Pre-Kindergarten." Universal Pre-Kindergarten is designed to provide all preschool-aged children with an opportunity to participate in a supportive, high-quality, literacy-rich educational environment prior to entering kindergarten. For this to be possible, states have to create legislation and garner support to develop and fund a system that will enable all children and families to access this free program. Universal Pre-K provides an opportunity to access comprehensive early childhood education experiences that promote children's social, cognitive, linguistic, physical and cultural development.
